Who we are
A civil rights compliance practice founded in 2025 in Portland, Oregon. We hold coordinator seats, run neutral investigations, and build the programs institutions are audited against. The work is the same whether the name on the door is a university, a district, or an employer.

Why we exist
Compliance fails quietly, long before anyone files.
Most institutions do not lose a case on the facts. They lose it on the record: an intake that was never documented, a timeline that slipped, a policy that no longer matched practice. We were built to close that gap from inside the institution rather than from a report delivered after the fact.

Every engagement leaves a record that someone else will eventually read: a hearing officer, opposing counsel, the Office for Civil Rights. We work to the standard of that reader.

Theory of change
Institutions do not fail at civil rights compliance because they do not care. They fail because the obligation is held by one person who is carrying more than one person can carry, and because the work only becomes visible when it has already gone wrong.
So we do not sell reports. A report describes a problem and leaves. We hold the seat, carry the caseload, and stay accountable for the record while we have it, because a standard that nobody holds is not a standard.
- The gap
- Capacity and standard, not conviction.
- The unit
- A seat held, rather than advice delivered.
- The test
- Whether the file holds up when someone else reads it.
- The measure
- Programs that keep working after we leave.
